As it states, there's an issue downloading that file, most likely due to your firewall or an antivirus program. You can manually click the link to download the file and place it in Path: or you can fix the firewall to allow it to download correctly

Do what? Click the link and then place it in the Path: location. You can google how to adjust Firewall for Minecraft

It will open your browser and download the file intermediary-1.19.2.jar.
Place that file where it tells you to in the error > Path: C:\Users\Admin\AppData\Roaming.minecraft\libraries\net\fabricmc\intermediary\1.19.2\

To manage the firewall, you can find plenty of tutorials on the internet
