Avoiding getting kicked for "Sent too many packets"

I was recently kicked from a server for this reason. I tried searching other topics for info on this kick reason, but couldn't find much.
Basically I would like to know which mods are likely to trigger this so that I can avoid it happening again. I didn't have Nuker or anything crazy on, but I did have Regen on which I imagine might have contributed.
