Addons Not Installing

OptiFine:
When I try and install OptiFine it keeps saying "Installed OptiFine, please restart Minecraft" even though I have done that many times. I have went into my .minecraft/libraries/EMC/1.16.5 and deleted the optifine.jar file then reinstalled in the client but it still wont work.

Baritone:
When I try and install baritone it says "Install failed! Check logs for more info You must restart Minecraft in order for the mod to work"
