paper, other server spigot, on singleplayer it doesnt regenerate me too (i meant that it regenerate me normally not buffed), full hunger

im using regen on private server but its not working. when i tested it on a singleplayer world with full hunger it regenerated me normally. i have set this to 1000, i have donor edition. how to fix it? im playing on 1.19.4
